The Central Library of Assam Women’s University was developed to meet the needs of the University's students and faculty members. Our mission is to set high standards for knowledge preservation and become an effective and essential tool for the development of the intellectual growth of the users and facilitate access to information resources. The Central Library of Assam Women’s University was established in 2014, coinciding with the University's inception.

i. Central Library: The Library Committee of the Central Library is constituted of one Library Convener, one Member of the Department of Library and Information Science, and the HOD (I/C) of all the fifteen departments.

ii. Departmental Library: The Head of the Department and the faculty members of the respective department will control and regulate it.

1. Admission to the Library:

The Central Library will be accessible to all the students, faculty, and non-teaching staff of the Assam Women's University. Any other person may access the library with the Librarian's written permission. Students are only permitted to use the library if they produce their authorized/valid identification cards.

2. Library Hour:

The University Syndicate will fix the library hours from time to time. The library hours will be as follows for the time being.

9:30 AM to 5:00 PM on all working days

The loan/circulation counter will close half an hour before the library closes, and there will not be any loan operations thereafter.

3. Library Entrance:

Before entering and leaving the library, persons who have obtained the right to admission as described in 1. above would: A member must display the Membership Card/ Identity Card/ Gate Pass at the entrance whenever he or she wishes to visit the library. Textbooks printed materials, and issued books are not permitted to be taken into the library before entering. A visitor's personal things must be deposited at the property counter. The Gate Register must be signed in a legible manner. A member or visitor visiting the library must record his or her name, membership number, and address in the register kept at the entrance desk for this purpose. For admission to the library, one must have a library card. It will allow security personnel at the library's entrance to evaluate everything when someone enters or exits the building.

4. Membership Eligibility:

Admission to the library will be granted to all the members of the Assam Women's University. Students, teaching and non-teaching staff, administrative personnel, and anybody else in the above-mentioned categories must complete the library membership form and receive the signature of the Head of Department or the Registrar, as applicable. The formalized on being approved after complying with the procedures must obtain a Library Card.

Any contract or temporary employee must receive special permission from the Registrar for a term of not more than six months or until the end of the tenure period, and such employees must pay the membership fee. Books required for this purpose in the departmental library shall only be supplied to the head of the department concerned against a Departmental Library card.

If a person from outside Assam Women's University is allowed to join the library, he or she must pay an annual membership fee as well as a security deposit.

5. Validity of library cards:

For access to library facilities, library borrower cards are valid for the duration of the course. Borrower cards must be returned to the library at the end of the course.

6.  Circulation Issue system:

Readers can register as members of the library under the Circulation section by following the library's policies. On presentation of the library card, books will be issued. Students are expected to inspect the books before borrowing them, and they will be held liable for any damage or mutilation discovered upon return.

i. The user can only be renewed a maximum of two times.

ii. If a book has already been issued, students can reserve it at the Circulation Desk.

iii. High-demand books may not be renewed.

iv. If the user fails to return the book on scheduled several times, the borrowing privilege may be revoked.

v. Readers are responsible for books issued against their name.

vi. Library members are responsible for the safekeeping of the Library Cards that have been issued to them.

7. The Maximum Number of Books That Can Be Borrowed: Category-wise:

The number of books lent to registered members against their borrower's card varies depending on the status and categorization of the categories, as shown below:

8. Overdue charges:

Borrowed materials must be returned on or before the due date stamped on them; if they are returned late, a late fee will be levied/charged for the period they were late.

9. Restricted issue:

Reference books, dissertations, loose issues of journals, and CD-ROMs/DVDs will not be issued; nevertheless, they may be used in the library and must be returned there and then.

10. Reservation:

Reserved books are kept separately at the Issue/Circulation counter for one day. When the reservation automatically expires, the next name on the list takes priority for issuing the book.

11. Book lost:

If any book/s is lost, then the borrower shall replace the books of the same edition or latest edition otherwise pay twice the publisher's price of the book after getting approval from the librarian. Every member who borrows a book from the library, as well as every reader within the library, is responsible for its safekeeping and return to the library. If a member or reader loses or damages a book from a set or series, and a replacement volume is not available separately, the borrower or reader must replace the entire set or series.

12. Loss of cards:

The librarian should be notified right away if a borrower’s card is lost. A formal application and a fine of Rs. 100 may be required to obtain a duplicate card.

13. Library Clearance Certificate:

At the end of the course, each student will have to get a No Due Certificate from the library after surrendering the Library Membership Card. After returning all books issued, surrendering the borrower's cards, and paying any outstanding dues, if any, each student will get a no dues certificate from the library. If the borrower’s library card is not able to submit to the library, then the borrower shall pay a fine of Rs.100.

Academic, teaching, and non – teaching staff will have to obtain a No Due Certificate at the end of the resignation of his/her work from the library after surrendering the Library Membership Card. The library members who leave the University after completing their programme or who go on extended leave/deputation must return all books, issued documents, and other items to the Librarian and obtain a "No Dues Certificate."

14. Library Book Maintenance:

Students are required to handle books, journals, dissertations, and any other library resources with extreme caution, marking with pencil, writing or highlighting, tearing the pages, or mutilating them in any other manner unless they are brought to the library staff's attention at the time of issue.

15. General Reading Room:

i. The seats will be filled on a first-come, first-served basis.

ii. It is totally banned to capture/reserve seats for friends/future usage.

iii. Table tops should not be scribbled on or damaged by readers.

16. Property Counter Facility:

Money, jewellery, passports, credit cards, and certain other assets should not be kept at the property counter. Personal items should not be kept in the library, and the library will not be found liable for their loss. Before the library closes, users must collect their belongings.

17. Use of Wi-Fi:

i. The library's Wi-Fi should only be used for academic purposes.

ii. Online chatting, social networking site browsing, and the downloading of movies, music, and games are all strictly prohibited. Those who fail to comply will face severe disciplinary action.

18. General rules of the Library

i. Library card is compulsory for getting access to the library

ii. It is necessary to maintain silence.

iii. Readers should avoid speaking or discussing in order to prevent disturbing other readers. Individual study and research are the only activities permitted in reading halls.

iv. Personal items are not permitted inside the library.

v. Spitting, chewing, eating, drinking tea, sleeping, smoking, and any other behaviour that would cause other readers or the library's discipline to be disrupted is strictly prohibited.

vi. It is only permitted to use a mobile phone in vibration mode.

vii. Books labeled as "Reference" are not available for borrowing.

viii. Dissertations classified as "Reference" are not available for loan.

ix. In the case of an emergency, the librarian may recall a book at any moment.

x. Borrowers must ensure that the book is in good physical condition before borrowing; otherwise, they will be held liable for any damage or mutilation discovered upon return.

xi. Library membership card is non-transferable.

xii. Inside the Library, it is strongly advised that cleanliness be maintained. Users ought to help library staff in keeping the library clean and hygienic.

xiii. Outside readers will only be permitted to use the Library with the Librarian's written permission.

xiv. The Reading Rooms' chair arrangement should not be disturbed.
