     LIBRARY RULES

LIBRARY: 

i.  Central Library- It has library committee which consists of  one Library-in-charge and the department coordinators of various department.
ii. Departmental Library- It will be controlled and regulated by the head of the department and the faculty members of the respective department.

1. Admission to the Library:
All members of the Assam Women’s University shall be allowed to admission in the library. Any other person with written permission of the Librarian may enter the library. Students are allowed to library only on production of their authorized/valid Identity cards. 

2. Working Hours of the Library:
Monday to Saturday from 9.30 am to 5 pm on all working days except national holidays, first and third Saturday and other holidays declared by the University.

3. Entrance Inside the Library:
Persons acquiring right of the admission as under 1. above, before entering and leaving the library shall: A member will have to show the Membership Card/ Identity Card/ Gate Pass at the entrance whenever he/she wants to enter the library. Before entering the library, textbooks, printed materials and issued books are not allowed to be taken inside the library. All belongings carried by a visitor are to be deposited in the property counter. Gate Register is to be signed legibly. A member, visitor entering the library shall record his/ her name, membership number and address in the register maintained for the purpose at the entrance counter. Library card is compulsory for getting access to the library. It will allow the security personal at the entrance of the library to examine everything while passes in to or goes out of the library.

4. Membership Eligibility:
All members of the Assam Women’s University shall be allowed admission in the library. Students, Teaching staff, non -teaching staff, Administrative staff anyone belonging to the above approved category will have to fill up the Library membership form and obtain the signature of the Head of the Department, where they may be working or from the Registrar as the case may be. The formalized on being accepted after satisfying the procedures will have to get the Library Card. Any staff under contract/temporary tenure shall have to obtain special permission from the Registrar for a limited period not exceeding six months or till the end of the tenure period and such members shall come under the membership fee category. For departmental library books required for this purpose shall be issued to the head of the department concerned only against Departmental Library card. If an outside person of Assam Women’s University is allowed to become a member of the library he/she shall pay an annual membership fee and security deposit. 

5. Validity of cards:
Library borrower cards are valid for the entire duration of the course to access library facilities. At the end of the course borrower cards shall be returned to the library. 

6.  Circulation Issue system:
In Circulation section, readers can get registered themselves as members of the library through abiding by library rules. Books will be issued on presentation of the library card. Students are instructed to check the books while borrowing and they will be responsible for any type of damage or mutilation noticed at the time of return.
i. Maximum two times renewal can be allowed to the user.
ii. Students can reserve books at the Circulation Counter in case they are already issued.
iii. Books in demand may not be renewed.
iv.  Repeated failure to return the book on time by the user may attract to withdraw the borrowing facility.
v. Readers are responsible for books issued against their names.
vi. Library members are responsible for the safe custody of the Library Cards issued to them.

7. Permissible Number of Books for Borrowing: Category-wise:

The number of books lent to registered members against the borrower's card differs according to the status and designation of the categories and the details are given below:

* Periodicals and journals will not be lent out.
* Rare books will not be lent out.

8. Overdue charges:

Materials borrowed should be returned on or before the due date stamped, if returned late overdue fine will be charged for the delayed period.

9. Restricted issue:

Reference material, Dissertation, loose issues of periodicals and CD-ROMs/DVDs will not be issued, these may be used in the library and should be returned back then and there only.

10. Reservation:

Reserved books are kept separately at the Issue counter for one day. The reservation lapses automatically as soon as next person on the list gets priority for issuing the book.


11. Book lost:

If any book/s is lost, then the borrower shall replace the books of the same edition or latest edition otherwise pay twice of the publisher's price of the book after getting permission from the librarian. Every member taking a book out of the library and every Reader within the library shall be responsible for its safe custody and shall return it to the library. In case of a book belonging to a set or series is lost or damage by a member or reader and a new volume is not separately available, the whole set or series shall have to be replaced by the borrower or reader.

12. Loss of cards:

Loss of borrower card should be reported to the librarian immediately. Duplicate card may be issued against formal application and fine of Rs. 100.

13. Library Clearance Certificate:

Every student will have to obtain a No Due Certificate at the end of the course from the library after surrendering the Library Membership Card. Each student shall obtain no dues certificate from the library after returning all the books issued, surrendering the borrower’s cards and after paying outstanding dues, if any. If the borrower’s library card are not able to submit in the library then the borrower shall pay fine Rs.100. Academic, teaching and non – teaching staff will have to obtain a No Due Certificate at the end of the resignation of his/her work from the library after surrendering the Library Membership Card. All those who leave the University after completion of the programme or go on extra ordinary leave/deputation must return all books / issued documents/etc. and obtain a “No Dues Certificate” from the Librarian.

14. Care of Library books:

Students are require to handle the books, Journals, dissertations, any other library materials very carefully marking with pencil, writing or highlighting, tearing the pages or mutilating the same in any other way will be held responsible unless these are brought to the notice of the Library staff at the time of issue.

15. General Reading Room:

i.  The seats are to be used/occupied on the first come first served basis.
ii. Capturing/reserving seats for friends/future use is strictly prohibited.
iii. Readers shouls not scribble on table tops or damage them.

16. Property Counter Facility:

Valuable items such as money, jewellery, passport, credit card etc. should not be kept at the property counter. Personal items should not be kept and the library shall not be responsible for loss of such items. Users must collect their belongings before closing hours of library.

17. Use of Wifi:

i. Wifi in the library premises should be used for academic purposes only.
ii. Online chatting, browsing of social networking sites. downloading movies, music, games are strictly prohibited. Strict disciplinary action will be taken against the defaulters. 

18. General rules of the Library
a. Library card is compulsory for getting access to the library.
b. Silence to be maintained.
c. Readers should not talk or discuss as they may disturb other readers. Reading halls are meant for individual study and research only.
d. No personal belongings allowed inside the Library.
e. Chewing pan, spitting, eating food, drinking tea, sleeping, smoking or any behaviour to disturb other readers or the discipline of the library is strictly prohibited.
f. Mobile phone in vibration mode only is permissible.
g. Books treated as 'Reference' are not issued on loan. Current issues of Periodicals will not be issued.
h. Dissertation treated as 'Reference' are not issued on loan.
i. The librarian may recall a book at any time in case of urgency.
j. Borrowers must satisfy themselves about the physical condition of the book before borrowing, otherwise they will be held responsible for any damage or mutilation noticed at the time of returning.
k. Library membership card is non-transferable.
l. It is highly recommended that cleanliness should be maintained inside the Library. Users ought to help library staff in keeping the library clean and hygienic.
m. Outside readers will be allowed to use the Library on written permission of the Librarian only.
n. The arrangement of chairs in the Reading Rooms should not be disturbed.
